Access to the Zoning Atlas is available here.
To display zoning districts and other land use control information for Memphis and Unincorporated Shelby County, use the following steps:
- Click on the link above.
- There are two ways to search for an address: a) zoom into the desired area by clicking the "+" sign in the top left, or b) type in the desired address (go to "Search Tools" at the top of the screen and then type in the address under "Find Location."
- Click on "Map Layers" at the top of the screen and then "Planning Layers" to access zoning district boundaries ("Zoning"), locations of planned developments ("Planned Developments"), etc.
- To view the location of sensitive drainage basins, go to the "Boundary Layer."
Alternative Zoning Atlas
For users unable to access the Zoning Atlas above, click on this page which contains the Zoning Atlas, effective April 15, 2015, in a series of maps downloaded as PDFs.
Also, as of August of 2016, zoning districts are also included on the Register of Deeds' website. You can either search by address on the right side of the homepage or zoom into the desire property by clicking on the map image on the right side of the homepage. Zoning districts are under the tab for "Layers/Map" on the left side of the screen.
Click here to view a map of the Overlay and Special Purpose districts in Memphis. Go to the Landmarks Commission page to download individual Landmarks District maps. These historic overlay districts are also indicated on the Zoning Atlas with an "(H)" suffix on the zoning district layer.
University District Overlay. The University District Overlay was adopted on Third and Final Reading by the Memphis City Council on July 7, 2009. Also on July7, 2009, the Memphis City Council adopted a comprehensive plan and a comprehensive rezoning for the area. The materials associated with these approvals are found below.

- Today, the University District Overlay is codified as Chapter 8.3 of the Unified Development Code (see link above). This chapter includes the frontage map, which shows the streets where buildings are to be constructed in close proximity to the street (as Sec.8.3.6C of the DDC); the building height map (as Sec. 8.3.7 of the UDC) and the table of permitted uses in the District (as Sec. 8.3.11).
Sensitive Drainage Basins
Administrative Site Plan Review by the City or County Engineering Departments is, in part, triggered by a site's location within a sensitive drainage basin. These basins are now on the zoning atlas under the "Boundary Layer."
Sanitary Sewer Lines

FEMA FIRMs (Flood Insurance Rate Maps)
Click here to access the FEMA website that contains the Flood Insurance Rate Maps. These maps contain the 100 year flood plain, and if quantified in a particular area, the base flood eveations (BFE).
Planned Development Outline and Final Plans may be accessed from the Shelby County Register of Deeds. On the Register's homepage, you can either type in the name of the planned development on the left hand of the screen (under "Last Name/Company") or use the GIS program on the right hand of the screen if you know the address or the area of the County into which to zoom. Once you have clicked on or located the parcel in question by using either search tool, you can download the Planned Development Final Plan by clicking on the link entitled "Plat BK. & PG." on the left side of the screen, which is under the owner name, property address, etc.
