Harris Administration, Chairman Turner End Long-Festering Dispute between County Commission and Previous Administration Over Lawyers


Memphis, TN - Effective immediately, the Shelby County Commission has its first ever dedicated attorney.


The last mayoral administration was frequently at odds with the County Commission over whether the Commission could have a legal adviser. Since their swearing-in, Mayor Lee Harris and Commission Chairman Van Turner have been working to resolve this issue. 


The final pieces of an agreement fell into place when the Commission approved the Harris/Turner plan to allow the Commission Chairman to designate an attorney to serve as legal advisor to the County Commission. This week, the County Commission approved a separate resolution to fund the new position. Mayor Harris has affirmed the designation of Marcy Ingram as Commission Attorney. 


“I am very pleased that Mayor Harris and I were able to work together to resolve the issue of a dedicated attorney for the County Commission,” says Turner.  “Attorney Ingram is a great asset to the county.  Her years of experience and knowledge of county government will serve the County Commission well.  We look forward to working with her, and we thank her for her continued service to the county.”


“I was pleased this week to affirm Chairman Turner’s recommendation of Marcy Ingram as Attorney for the County Commission,” says Harris.  “Ingram is a skilled, capable attorney. I expect she’ll be successful in this new capacity and I’m glad Turner and I were able to work on this early on. The goal of this appointment is to make sure the Commission has good advice it can rely on and, as important, to bring a long-festering dispute to a close.”


Prior to this role, Ingram was Chief Administrative Attorney and Ethics Officer for Shelby County Government. Ingram’s appointment is effective immediately.
