Tommy Cates is a Certified Information Systems Auditor, Certified Internal Auditor and Certified Fraud Examiner. Mr. Cates is an active member of the Association of Local Government Auditors, Information Systems Audit and Control Association, Institute of Internal Auditors and Association of Certified Fraud Examiners.  Mr. Cates has served in various financial and operational advisory positions with the county and in 1996 he was instrumental in starting up the Internal Audit Department. 

Mr. Cates has developed a business model for the Internal Audit Department that continuously explores new audit approaches and methodologies and emerging technologies, stresses work to be performed in accordance with the highest professional standards and engages audits that are performed in an effort to increase governmental efficiency and effectiveness.
