 Community Development Block Grant Recovery Program

Memphis, TN. -  Certified as an "Urban County" Community Development Block Grant (CDBG) Entitlement Community by the U.S. Department of Housing and Urban Development (HUD) Shelby County Government is being awarded $276,897.00 through a grant under Title XII of Division A of the American Recovery and Reinvestment Act of 2009 commonly referred to as the CDBG Recovery (CDBG-R) program and has proposed that the funds be used for the following community development activities in the amounts identified below:

Dixon-Robinson Water Line (Arlington, TN)

$152,450.00

West Street Sidewalk Improvements (Collierville, TN)

$71,897.00

Old Town Water Service  Improvements (Millington, TN)   

$52,550.00


CDBG-R funds must be used for eligible activities within the designated Urban County community which encompasses unincorporated Shelby County, Arlington, Bartlett, Collierville, Germantown, Lakeland and Millington.


The proposed activities are eligible CDBG activities under 24 CFR  570.201(c) Public facilities and improvements meeting the national objective criteria found at 24 CFR  570.208(a)(1) Activities benefiting low- and moderate-income persons.

Acceptance of these funds by Shelby County required a substantial amendment to the 2008 Action Plan for the use of CDBG and other entitlement grant funds.  Prior to submission of the substantial amendment, Shelby County made the amendment available for public review and comment for a 7 day period.  This period occurred from May 22, 2009 though May 28, 2009 and the amendment was available for review to all interested.

Amendment to the Shelby County Department of Housing
Community Development Block Grant Recovery (CDBG-R) Program


Certified as an Urban County Community Development Block Grant (CDBG) Entitlement Community by the U.S. Department of Housing and Urban Development (HUD), Shelby County is proposing the following amendment to it CDBG Recovery (CDBG-R) Program.  This amendment is being made in order to utilize $4,427.00 in CDBG-R funding which resulted from the completion of other CDBG-R projects/activities.  Previous CDBG-R programs were completed in their entirety without the need for any amendments to cover any unanticipated costs.  No projects were cancelled from the original plan. Original proposed project costs and actual project costs are as follows:

Shelby County’s Department of Housing proposes to amend the CDBG-R plan to include one additional project/activity in order to utilize the balance of CDBG-R funds available under the program.  This project is designated as follows:

Single Family Rehabilitation                               $4,427.00

These funds will be used to carry out repairs on one single-family owner-occupied housing unit.  It is anticipated that the total cost of the project will be $7,500.00.  The proposed activity is an eligible CDBG activity under 24 CFR 570.202(a) “Eligible rehabilitation and preservation activities” and meets the national objective found at 24 CFR 570.208(a)(3).

Reallocation of these funds does not result in the cancellation or non-completion of any of the originally proposed projects utilizing CDBG-R funds.
