Shelby County Head Start and Early Head Start is a comprehensive child development program that serves pregnant moms and children ages birth to five. The program promotes school readiness by enhancing the social and cognitive development of children through the provision of educational, health, nutritional, social, and other services to enrolled children and families.

The program engages parents in the learning of their children and helps them make progress toward their educational, literacy, and employment goals. Significant emphasis is placed on the involvement of parents in the administration of local Head Start programs.

Who We Serve
Shelby County Head Start and its delegate agencies (Goodwill Homes and Porter Leath, Inc.) are funded to serve 3,186 Head Start Children. Early Head Start is funded to serve 128 children and pregnant moms. Additional children are served through our collaboration with Memphis City Schools' voluntary Pre-K program.

Enrollment by Program Option:
- Head Start: 1,919 children
- Early Head Start: 128 children and pregnant moms
- Goodwill Homes: 100 children
- Porter Leath: 640 children
- Memphis City Schools' Pre-K: over 700 children
  (number varies due to special needs option)
