To identify the needs specific to each child and to link court-involved youth and their families to community service providers who can meet those needs.

To promote healthy development and resilience, reduce recidvism and assist youth  in developing into productive members of society.


Services & Programs

  • Identify mental health and other special needs of court-involved youth
  • Refer youth and families to community service providers that can meet those needs
  • Support and monitor participation in and progress made with services

E&R recognizes that many children who present to the court do so for a number of reasons, including having unidentified and/or untreated mental health, substance abuse or other special needs.  These unmet needs gravely affect decision making and behavior.  Because each child is unique, and because multiple individuals, life circumstances and experiences affect development, the Evaluation and Referral Bureau takes a holistic, strength-based approach when working with court-involved youth and families.
