Here is the revised staff report that will be presented to the October 10, 2013, Land Use Control Board that reflects the following changes, as it relates to the older staff report above: the deletion of the amendment to the definition of "street, primary;" (which was included in Item 3 in the older staff report) as well as changes to the amendments dealing with temporary signs (Item 9 in both new and old staff reports); signs at schools, places of worship, community services and parks (Item 9 in both staff reports) the review table in Section 9.2.2 (Item 12 in both staff reports) and appeals of the Land Use Control Board (Item 13 in both staff reports).
Here is the complete UDC, with all changes proposed to go to the October 10, 2013, Land Use Control Board, as updated on October 3 and reflected in the revised staff report immediately above.
Update (posted on Nov. 12, 2013): During the October 10, 2013, Land Use Control Board meeting, OPD withdrew this case to meet with concerned citizens and develop consensus language. The goal is to create consensus language and present it to the December 12, 2013, Land Use Control Board.
Here is the updated memorandum sent to several concerned citizens on October 15, 2013, that outlines the proposed changes to the UDC. The list of amendments contained in this memorandum is a combination of amendments identified in the staff report posed on Oct. 3 above, as well as additional items.
Here is the list, updated on Nov. 12, 2013. Items 1-7 reflect agreed-upon changes. Additional updates will be made on this blog to reflect future agreed-upon changes.

Here is the updated staff report that was sent this morning to members of the Land Use Control Board. The individual amendments to the UDC are ordered numerically as they appear in the Code. This differs from the previous memorandum above in the following ways:

Update (posted on Dec. 5, 2013):
Here is the staff report that will be mailed to members of the Land Use Control Board on Dec. 6, 2013, for their Dec. 12, 2013, meeting. The following two changes were made to this staff report, as compared to the one posted on Nov. 27 above: 1) a change from a comma to a colon in Item 3.1.1F(4)(g) (Item 3 in the staff report), and 2) a change in the definition of "Flush Mount" for cell towers to allow antennae on said towers to project 30 inches from the tower rather than 18 inches to match industry standards for this kind of tower (Item 18 in the staff report; Sec. 12.3.1 of the UDC).

On Dec. 12, 2013, the Land Use Control Board approved ZTA 13-004 with a few minor amendments.
