Here is the staff report, revised to reflect two additional changes, as compared to the staff report dated August 27, 2014. These changes deal with exempting interstate highway and other rights-of-way from the distance
requirements between gas station pumps and vents and single-family zoning districts (Item 7 in the staff report) and the permissible height of numbers in gas station fuel signs (Item 17 in the staff report). This staff report will be presented to the Sept. 11, 2014, Land Use Control Board.

UPDATE (Sept. 11, 2014):
The Land Use Control Board amended three items this morning during its public hearing on this case. These affect Item Nos. 10, 17 and 36, as listed in the staff report. Item No. 10: language was added that allows the Building Official to grant an additional special event permit once a previous permit on the site expires. Item No. 17: language was added regarding fuel price signs at gas stations allowing 36-inch numerals on one grade of gasoline with additional grades set at a maximum 18 inches (the previously proposed language would have required all numerals to be a maximum of 18 inches in height if there were multiple grades). Finally, Item 36: the word "persons" was added back into the definition of "Rooming House" and the phrase "with or without meals" was added to the definition of "Boarding House."

Update (Sept. 29, 2014):
On October 7, the City Council is expected to vote on
this resolution, which would request that the Land Use Control Board amend the UDC to require a Special Use Permit for day cares with 5 to 7 children. If approved, it will be forwarded to the October 9 Land Use Control Board.

Update (Dec. 16, 2014):
During its Third and Final Reading of this item, the Memphis City Council amended the ordinance to remove the proposed restrictions on rope lighting. These restrictions are discussed in Item 17 in the
staff report. The amendments involve the deletion of the following proposed sections:
2.6.3J(1)(g);
4.7.3F; and
4.9.4A(9).
It also involves leaving the following sections unamended:
4.9.4;
4.9.4A;
12.3.1; and
12.3.4.
