June 14, 2019: During its review of this matter during Third Reading on May 21, 2019, the City Council approved several amendments. These are summarized in this memo; here is the complete UDC with these changes reflected.
February 15, 2019: During its review of this matter on February 14, 2019, the Land Use Control Board accepted the amendments described below, with the following four changes:
1. On Item 2, as listed in the staff report, Sec. 1.9B(1) was amended from "The future land use map" to "The future land use planning map;"
2. On Item 2, the following words were added to the end of Sec. 1.9B(2): "and existing, adjacent land uses and zoning;"
3. A new Item 15 was added to amend 3.9.1A(1) with regard to contextual infill standards; and
4. All amendments with regard to beer gardens were deleted.
This revised staff report reflects these changes;
this is the complete UDC that reflects the same.
February 8, 2019: Since the Jan. 8 post below, the following changes have been made to this proposed set of amendments.
1. On Item 2, as listed on the staff report, a few changes were made:
a. "Consistency" has been defined in a new Sub-Section 1.9B.
b. The existing list of neighborhood plans in this section will remain as-is (this is now Sub-Section 1.9D).
c. A new Sub-Section 1.9C articulates that zoning (the zoning code, the zoning map and the overlays) will remain in effect with the adoption of Memphis 3.0.
d. References to the Major Road Plan have been deleted until a more refined Major Road Plan element of Memphis 3.0 is drafted and approved.
2. On Item 5, blood plasma donation centers have been added as a use permitted in the Heavy Industrial zoning district. Also within Item 5, a cross-reference is added in 2.5.2 for resource extraction uses.
3. On Item 9, a new provision is added requiring truck stops to be at major intersections.
4. On Item 26, two more cross-references are added to the sign section of the Code.
5. On Item 27, misspellings and inconsistencies in the sign section of the Code are addressed.
6. On Item 31, a tagline prohibiting adult businesses is added in the Uptown district.
7. On Item 34, a missing period is added to Sub-Section 8.4.10A.
8. On Item 41, changes are proposed to the ASPR section memorializing current practice.

January 8, 2019: Since the original post on Dec. 17 below, the following changes have been made to this proposed set of amendments:
1. Item 20, as listed in the staff report below, has been amended to include a change approved last year with ZTA 18-1 but inadvertently omitted.
2. Item 34 was added; it clarifies that the development standards of the University Overlay apply to multi-family districts in the area covered by the Overlay.
3. Item 35 was added; it clarifies that all non-residential development in a Residential Corridor, even development in underlying commercial zoning districts, are nonconforming uses.
